Illinois Insights – March 2025

The March 2025 Edition of ILEPI’s newsletter, Illinois Insights, has been released.

This Edition discusses recent ILEPI reports:

  • A new ILEPI report highlights Illinois’ improved economic resilience, showcasing nine key fiscal and nine credit rating upgrades since 2020. The state has made progress in reducing unfunded pension liabilities while balancing the stability and limitations of its tax system. Though not recession-proof, Illinois is better positioned than in past downturns to protect public services, employment, and overall economic stability.
  • An ILEPI U.S. Department of Labor study highlights the significant economic benefits of registered apprenticeship programs, with union-affiliated programs providing the highest wages, completion rates, and workforce diversity. The study found that 76% of apprentices start at $15 per hour or more, 56% earn living wages, and 35% can afford fair-market rent for a two-bedroom apartment. Expanding joint apprenticeship programs and strengthening collective bargaining would further enhance workforce mobility and economic stability for those pursuing careers without college degrees.
